Additional Complaint Filed Against Former Interim Town Administrator
It was previously reported that the town’s former Fire Chief, Jaye Vilchock, had filed a complaint with the Board of Selectmen against the town’s former Interim Town Administrator, John Scruton. A right-to-know request filed by the town’s former Fire Lieutenant, Sandra Vilchock, has revealed another complaint against John Scruton.
The complaint is in writing, although the contents of the complaint have been redacted. It appears to have been filed on March 15, 2023, and it involves the Recreation Department. It perhaps also involves the Planning Board as the Chairman of the Planning Board is included as a recipient.
Based on the amount of text redacted, the complaint appears to have been highly detailed.
It seems plausible that the following highly redacted three-page email may be related as it also cc’s the Recreation Department Director. If so, the matter involved an insurance claim against the town and a potential lawsuit.
Related to this email is another email indicating that there was a potential lawsuit against the town.
To my knowledge, there is no publicly available information about what the Board of Selectmen did about either of these complaints, or any publicly available information about the above-described insurance claim and potential lawsuit. As John Scruton was on a short-term contract with the town - a contract that ended just a couple of weeks after the above complaint was filed, and just a month after the Fire Chief’s complaint was filed - perhaps the board saw no use in investigating the allegations.
John Scruton is an employee of Municial Resources, Inc., a company that offers interim and consulting services to municipal governments in New England. As reported in the Conway Daily Sun, in a prior interim role in Tamworth, NH in 2020, John Scruton was involved in the controversial termination of Tamworth’s Recreation Director, who had served the town for 25 years. John Scruton is currently the Interim Town Manager for New Castle, NH.
