Public Hearing - Parking Ordinance
The board discussed and invited public comment on updating the town’s parking ordinance. The current ordinance is from October 2015
Because the matter involves implementing fines, there will be a follow-up public hearing on the topic on Monday, June 16.
Selectman Welsh said he was totally opposed to the proposed $100 fine, and he would have a hard time approving a $50 fine. He didn’t think there was anything wrong with the $25 fine.
Selectman Shirland said that the fine needed to be enough to be a deterrent. Selectman Welsh said that if he got a $25 fine, he would not park there again. Shirland said that $25 was probably the normal parking fee to enter a state park. [Pawtuckaway State Park is $5 per adult.] Therefore, $25 is not a deterrent. Selectman Decker agreed.
Selectman Fyfe said she investigated other municipalities and was surprised at how low the fines were.
Selectman Shirland asked Selectman Welsh about how many fines he thought the town would write. Welsh said, “None. Why are we even talking about it?” Shirland said there had been a couple of instances of non-residents getting locked in at Town Beach.
There was a discussion about whether guests at Town Beach must be there in a car with a Nottingham sticker. Selectman Decker thought this is how it should work.
Selectman Fyfe said, “Due to the very heavy usage down there, too, we need to reserve parking places for Nottingham people.
Dam Problems
The Dam Bureau has notified the town that severe structural deficiencies have been found in Dolloff Dam.
Corey Clark, P.E., Chief Engineer at the Dam Bureau, NH DES, will discuss this topic with the public at the Annual Pawtuckaway Lake Improvement Association Meeting on June 14th at 9:30 am at the Pawtuckaway State Park Pavilion. The park entry fee is waived for those attending the meeting.
Highway Department Update
Spring road grading is ongoing. It has been going more slowly than usual due to rainy weather.
The Highway Department is now using magnesium chloride on some of the town’s more heavily traveled dirt roads to suppress dust. The magnesium chloride is being applied right after the road has been graded. Roads near lakes will not be treated.
The 2015 six-wheel truck that went out of service last summer has been repaired and is back in service.
