If that parcel ceases to be used for recreation, does it revert to the state?

I read the deed. It did not have a clause like that.

And to be more precise, I think the original requirement was that the town "develop" the parcel for recreation. The town reports showed substantial spending prior to the opening of the beach.

We need to fire that attorney. I do not believe the town is being well served. Time to look around for a more responsive person. The FD fiasco already proved this.

Disagree! We need to hire Charla Stevens to do an in-depth investigation prior to firing the attorney of record with cause. Then do the firing. No opportunity for the law firm to know the complaints or respond to them.

Of course! Proper protocols should be taken. All the same it needs to be seriously considered. What protocols were followed when the FD chief was let go last year? If it was done correctly maybe the town wouldn't be facing a law suit.
